Daniel Libeskind's plans had called for placing Freedom Tower closer to the street. In the revised plans, the tower was set back so that it would be more secure. In this plan, a tree-lined plaza surrounds two pools, which are the focus for the National 9/11 Memorial designed by Michael Arad with landscape architect Peter Walker.
